Primarily consisted of descendants from Fae royal bloodlines, the Council was formed long before Harper Valley was established and eventually recognized the human founders in 1625 when the treaty was formed between Johnathan Harper and the supernatural community. Though the treaty is no longer valid as of 1777 the remaining human founding families still reside within the town and unofficially claim ownership over what is theirs. Today the majority of the Council is made up of Fae and Magi, though the human founding families still hold their seats in office. Their main task is to protect the town from both magical and mortal affairs and to keep a close eye on the mountains, and anyone willing to reopen the portal.
